Ruling: Although an independent hearing examiner (IHE) apparently violated state law by granting an ISD’s motion to dismiss a case involving a teacher whose contract had been proposed for termination, the teacher’s appeal to the commissioner must be dismissed because the teacher’s school board never voted to fire him.
