AG Issues HB3 PK Partnerships Opinion

Opinion KP-00440: Before an ISD can seek a TEA waiver to not offer state-mandated prekindergarten (PK) classes, the district must — without exception — solicit proposals from public or private entities to offer PK classes, as required by 2019’s HB3.

The opinion also addresses other questions regarding compliance with the PK partnership solicitation mandate.
