Feds To Release Remaining Frozen School Funding

More than half a billion federal dollars designated for Texas schools is expected to be released to the TEA for distribution starting Monday (July 28, 2025), after being tied up in the Trump administration’s freeze on funding amounting to approximately $5 billion nationally.

National reporting (Ed Week) — coupled with July 25, 2025, U.S. Department of Education (USDE) emails (here and here) reflect — that the USDE set the July 28 start date for releasing funding to the states, for distribution to schools, for these programs:

• Title I, Part C – Migrant Education.
• Title II, Part A – Supporting Effective Instruction State Grants.
• Title III, Part A – English Language Acquisition.
• Title IV, Part A – Student Support and Academic Enrichment State Grants.
• Title II — Adult Basic and Literacy Education State Grants.

Previously — on Monday, July 21, 2025 — the USDE released Nita M. Lowey 21st Century Community Learning Centers (Title IV, Part B) funding to the TEA.

Acceptance by states and districts of the grants comes with a lengthy list of requirements, including requiring grantees to comply with President Trump’s executive orders. The USDE says it intends to conduct “reviews” of how states and districts are using the funds — and that the department may recover funds that are used for unallowable activities.

TEA Correspondence

The TEA, in July 25, 2025, correspondence to districts, said the agency will accept grant funding applications for these programs once the federal awards are received — and will provide more guidance at that time.
