Proposed “Education Savings Account” Rules Posted

The state comptroller’s office posted proposed rules to implement the Texas Education Savings Account legislation in the Aug. 22, 2025, Texas Register to start the official 30-day public comment period.

Acting state Comptroller Kelly Hancock has also established a Texas Education Savings Account program update page.

The comptroller’s office will oversee the program, with day-to-day management handled by one or more certified educational assistance organizations (CEAO). 

According to the web page, the comptroller’s office is currently evaluating the responses to a Request for Proposals for CEAO applicants.

The highly controversial program, passed by the Legislature (via SB2/regular session), allows parents — starting in SY 2026-27 — to access a portion of state education funds for private and home schooling — and for other approved educational expenses.
