San Antonio Area “Residential Facility” Charter Reveals Closure Plans

The Meadowland Charter District has petitioned the education commissioner to close and return its charter to the state effective June 30, 2026.

An Alternative Accountability Charter

Records reflect the district — headquartered in the city of Boerne in Kendall County — is an alternative accountability residential facility charter under the sponsorship of Roy Maas’ Youth Alternatives, Inc. that provides programs to students with serious emotional and behavioral needs.

The district’s two elementary-through-12th-grade campuses — in San Antonio and Boerne — draw students from the Boerne, San Antonio and Southside ISDs, and had (as of SY 2024-25) 45 students.

Generation 13

In 2007, Meadowland was one of the 13 “Generation 13” charters approved by the State Board of Education (SBOE) to open no earlier than SY 2008-09 (back when the SBOE entirely controlled the charter selection and approval process).

The district is “non-rated” for A-F accountability purposes, and received a preliminary SY 2024-25 fiscal rating of “C” (meets standard achievement) rating.

The education commissioner typically grants charter district closure requests, subject to the completion of state required close-out procedures.
