TEA Appoints Andrew Kim as Conservator of Three ISDs

The TEA separately announced on Thursday (Jan. 8, 2026) the appointment of Andrew Kim as conservator of the three ISDs — Beaumont, Lake Worth and Connally — that were included in the agency’s latest takeover move.

Kim is currently the TEA’s assigned co-conservator of Socorro ISD and previously served as superintendent of the Comal and Manor ISDs.

According to the TEA, Kim will have authority under state law to oversee and direct actions of district leadership, report to the agency on governance and academic progress, and attend board meetings, including executive sessions.

The TEA, via the education commissioner, is also moving to replace each district’s elected boards with appointed boards of managers and appointing new superintendents.
