The Texas Higher Education Coordinating Board Office of the Ombudsman has launched (press release) a new website, giving the public easy access to file complaints and provide feedback regarding Texas higher education institutions: www.studentsfirst.texas.gov

Brandon L. Simmons, whom Governor Greg Abbott appointed to lead the Office of the Ombudsman, also began conducting introductory meetings with public university leaders across the state.

The newly launched website features a portal to accept statutory complaints regarding violations of these two higher-ed reform bills passed during the 2023 and 2025 legislative sessions.

  • SB17 (88th Legislature) prohibits diversity, equity, and inclusion (DEI) offices, programs and mandatory DEI training at Texas public universities and colleges.

  • SB37 (89th Legislature) increases oversight and accountability of Texas higher education institutions.

The website also links to the coordinating board’s existing student complaint portal through which students can file complaints regarding their college or university after completing the grievance process at their institution.
