TEA Ends State Oversight of Socorro ISD

Socorro ISD (SISD) is no longer under state oversight with the removal of the two conservators from the district, the TEA announced today (Sept. 23, 2026).

In March 2024, SISD entered an agreed order with TEA for the appointment of conservators after an agency investigation substantiated findings related to academic non-compliance — and significant governance, financial and operational concerns.

Michael Hinojosa and Andrew Kim served as the district’s conservators.

TEA said in its announcement that the district “stabilized district leadership and rectified identified issues.”

The announcement lauds SISD for choosing a permanent superintendent, restoring a balanced budget, resolving a $42 million deficit, and implementing stronger academic compliance and transparency.
