Commissioner Dismisses Parental Appeals Involving Coppell, Frisco and Garland ISDs

The education commissioner recently dismissed the following parental appeals for procedural reasons — such as the failure by the parent to timely pursue a grievance with the district or because the dispute involves an issue for which the commissioner lacks the legal authority to consider.

Dismissed:


  • The appeal of a Coppell ISD student’s placement into a Disciplinary Alternative Education Program (DAEP) due to an alleged threatening statement the student made about a chemistry teacher on a social media forum intended for “student venting.” No. 020-R10-02-2023. (decision/proposal) The record reflects that:

    • The student’s alleged threat to the teacher on social media reportedly stemmed from the teacher’s telling students to not select “old, dead white guys” as their subjects for a class assignment.

    • School police ruled out a safety threat to the teacher after interviewing the student, who admitted posting the statement, explained its context, and apologized for making it.

  • The appeal over the refusal by Frisco ISD to grant a parent’s written request to assign her child to a different campus. No. 034-R10-04-2023. (decision/proposal)

  • The appeal of Garland ISD‘s refusal to grant a parental request to view a classroom video. The parent made the request after Child Protective Services informed the parent’s spouse that it was investigating the potential abuse of their child. No. 040-R10-05-2023. (decision/proposal)
