TEA Posts Final 2024-25 ISD & Charter Fiscal Ratings

Following appeals, the TEA has posted the final 2024-25 Financial Integrity Rating System of Texas (FIRST) data (based on SY 2023-24 data).

Although the vast majority received final passing ratings, there were 18 ISDs and 8 charters that received final failing fiscal ratings (down from the 20 ISDs and 10 charters that received preliminary failing fiscal ratings).

  • Passed — 1,000 ISDs (98.2%), apportioned thusly:
    • A = Superior Achievement, 866 ISDs (85.1%)

    • B = Above Standard Achievement, 84 ISDs (8.25%)

    • C = Meets Standard Achievement, 50 ISDs (4.9%)

  • Failed — These 18 ISDs (1.8%) received F = Substandard Achievement final ratings:
