Morath Tosses Fredericksburg ISD Parent’s 2nd Library Appeal

Ruling: An ISD’s policy on reviewing and removing school library books does not violate state law.
- Parent v. Fredericksburg ISD, No. 104-LH-07-2025 ($). Signed Feb. 5, 2026, by Education Commissioner Mike Morath.
Background
In 2024, the education commissioner dismissed a Fredericksburg ISD (FISD) parent’s appeal seeking to force the district to entirely remove — from its campus libraries — about 48 books for which the district requires written parental permission for their children to access.
This latest commissioner’s decision is rooted in a grievance the same parent filed with FISD in summer 2024 over the district’s library book review and removal policies for SY 2024-25.
